Sister of St. John councilmember slain, teen arrested

A Reserve teenager is under arrest in connection with the shooting death of Rechelle Hotard, sister of St. John the Baptist Parish Councilwoman Jaclyn Hotard.

The sheriff's office says they received a call around 1:00 a.m. of gunshots in the 100 block of West 17th Street.

"Upon arrival, officers discovered a female subject, identified as Rechelle Hotard, 47, unresponsive lying on the ground," the sheriff's office said. "Hotard had sustained gunshot wounds to the body. She was pronounced deceased at the scene by the coroner’s office.

"During the investigation, detectives reviewed surveillance video and neighbors' statements pointing out that a man was seen fleeing the area after gunshots were heard about the time the incident occurred. Detectives developed the 15-year-old, who lives in Hotard's neighborhood, as a suspect."

The sheriff's office says they have not determined why the teen shot and killed Hotard.
