Scalise: Fund the wall and secure the border

The topic of immigration is coming up again.  President Trump has said this has to be done in congress.  

House Majority Whip Steve Scalise, on WWL, said when you look at past efforts on immigration, 1986 for example there were promises to securing the border but amnesty was given and the border was never secured.  

"The big thing is to fund the wall and secure the border," Scalise said. 

Scalise says the first thing that has to happen is border security and funding the wall.  And on DACA, Scalise says that can be solved also...
"By actually fix the things that are broken with legal immigration, that's the place you start, because right now again this visa lottery system, it's a legal system where 55 thousand visas a year are given away to random countries and people in countries," Scalise said.  "They just pluck names out of a hat, literally.  Why should we be doing that?"     

Scalise said let's turn that into a merit-based system.
