According to a Louisiana judge, the city of New Orleans lost out over disputed traffic camera tickets issued from 2008 through 2010.

New figures show the city owes over $25 million in refunds to thousands of motorists.

But there's a catch, according to legal analyst Tim Meche.

''Judgments issued against Orleans Parish in state court don't have to be paid, because nobody can seize their property,'' Meche explained.

Meche said a federal court ruling might be different,  but considering the current situation, ''if anybody's waiting on a check, tell them they are going to be waiting a long time."

The average refund is estimated at $110 dollars for each motorist. New Orleans is still considering options, including an appeal.
