Parolee logs 4th arrest since release from prison

Kenner Police say a convict released from prison under the Louisiana Justice Reinvestment Act has been arrested four times since his November 16 release. 

Kenner Police Lt. Brian McGregor said 46-year-old Alton Brooks most recently was arrested and booked with shoplifting on December 29, after an incident at the Winn Dixie on Williams Blvd.

McGregor said Brooks had been serving a two year sentence for a guilty plea to theft in April of last year when he was released.

    Prior to his December 29, 2017 arrest, Brooks had been arrested and charged with the following: 

    November 25, 2017     charged with the crime of theft from the Wal-Mart, located at 8912 Veterans Boulevard. 

    November 26, 2017    charged with the crime of theft from the RaceTrac, located at 2101 Airline Drive, and 

    November 28, 2017    charged with the crimes of theft, resisting and officer and battery of a police officer, concerning a shoplifting that occurred at the same Winn Dixie, located at 2014 Williams Boulevard, in Kenner.  

McGregor said Brooks had to be released after the three prior arrests because of jail overcrowding. McGregor said Brooks is now being held without bond for multiple parole violations.

"In Jefferson Parish alone, Brooks has a 51-page Criminal History," McGregor said. "Summary of Brooks local adult criminal history revealed multiple arrests for theft, simple burglary, possession of marijuana, possession of drug paraphernalia, crack possession, obscenity, criminal trespassing, purse snatching, disturbing the peace, resisting and officer, battery on a police officer, public intimidation, violation of probation, violation of parole, and municipal traffic attachments."

The Justice Reinvestment Act was passed with the goal of reducing Louisiana's prison population and directing 70 percent of the estimated savings, around $184 million, to programs designed to reduce repeat offenses.
